Knight-Swift CEO says CDL crackdown could fuel lasting trucking recovery

Speaking at the second annual WEX OTR Summit in Jacksonville, Florida, Knight-Swift CEO Adam Miller said shrinking capacity, not stronger freight demand, is driving higher rates, with tender rejections staying elevated despite weak volumes. He said Knight-Swift’s approved brokerage carrier pool is down about 70% in roughly two years, that stricter carrier screening would likely strip out the cheapest capacity, and that brokers could pay multiples of today’s premiums to keep the same insurance limits.

A supply-driven recovery is a useful frame for rate conversations: tighter capacity can lift rates even if freight volumes stay soft. Brokers should note Miller’s comments on carrier vetting and insurance, since both add cost on the buy side, and the article says the upcycle could stretch into 2027 even without a strong volume rebound.
