AF&PA Joins Bid to Add SB 54 to Lawsuit

The American Forest & Paper Association (AF&PA) has renewed its criticism of California’s packaging extended producer responsibility (EPR) law as an industry coalition that includes the association seeks to expand an existing federal lawsuit to challenge provisions of SB 54.

In an October 9 statement, AF&PA Vice President of Government Affairs Julie Landry argued that SB 54 fails to adequately distinguish paper and paper-based packaging from materials facing different recycling challenges.

“California’s SB 54 gets paper wrong,” Landry said.

The association pointed to decades of industry investment in recyclable paper products, recovered-fiber processing capacity and established recycling systems. It warned that the law could increase costs, disrupt existing recycling markets and create uncertainty for manufacturers and consumers.
