Swedish Forest Agency Says Reduced Logging Delivers Limited Climate Benefits at High Cost

Proposals to reduce forestry activity and increase protected forest areas have become an important part of the European forestry debate. However, according to a new impact assessment, such measures risk leading to lower production, tens of thousands of lost jobs, and higher societal costs — without delivering any climate benefits.

A central question addressed in the report is how reduced forestry activity would affect the climate. The analysis shows that carbon storage in forests may increase in the short term when less timber is harvested. In the longer term, however, forest growth declines, which according to the report’s authors leads to reduced carbon sequestration both in forests and in wood products.

According to the report’s authors, the focus should therefore be on maximizing the climate benefits of Swedish forests through active management and the continued development of resource-efficient products and materials.

Virginia Department of Forestry’s Commitment to Sustainability Recognized by Certification

The Virginia Department of Forestry today announced that it has certified all of Virginia’s State Forests to the Sustainable Forestry Initiative (SFI) and American Tree Farm System standards. These certified forests cover more than 68,000 acres. The state forests system is self-sustaining and receives no general funds, so they must support operations through timber sales like other private landowners. Ningbo government shutting APP China’s 600,000 tonne/yr cartonboard mill to cut air pollution (RISI)

The Ningbo city government is planning to shut down APP China's 600,000 tonne/yr cartonboard mill there to reduce air pollution. The mill, run by APP China subsidiary Ningbo Zhonghua Paper, has three cartonboard PMs. In 2014, local authorities announced a four-year plan to tackle the air pollution issue. The city has specified that some offending plants should be shut down or relocated by 2017. For the Ningbo Zhonghua mill, the authorities propose to permanently retire PM 1, and relocate the two bigger PMs.

American Wood Council President and CEO Robert Glowinski and American Forest & Paper Association President and CEO Donna Harman issued the following statement regarding the Environmental Protection Agency’s (EPA) issuance of a new rule to reclassify certain major sources as area sources under the Clean Air Act. EPA Administrator Andrew Wheeler announced the proposed rule on “Once In, Always In” on June 25, 2019. In contrast, EPA’s proposed rule would allow mills that are able to reduce their emissions below Clean Air Act thresholds to be free of onerous additional reporting, monitoring and recordkeeping requirements as long as they operate to stay below the cutoffs.
