A national framework for recyclable, compostable, and reusable packaging claims will be shaped not only in Congress, but also by the companies and employees that can show lawmakers what fragmented rules mean in practice.

When a member of Congress walks through a packaging facility, the PACK Act stops being an acronym on a hearing agenda. It becomes a production line, a print specification, finished inventory, and a team responsible for getting accurate packaging to market.

That is the perspective Congress needs now.

The bill would establish federal rules for recyclable, compostable, and reusable claims on consumer packaging. It would not require companies to make those claims. Voluntary claims would need to meet consistent federal requirements, including accredited third-party certification, which helps to reduce greenwashing. States and local governments would be preempted from enforcing different requirements.
